Beginning with the blue curacao, layer ingredients in a highball glass with crushed ice. Shake together the mint syrup and lime juice to emulsify, and pour over the blue curacao. The blue curacao is lighter, so it will float above the lime mint syrup mix leaving a tinge of blue in its wake. Lastly, gently pour the Empress on top. Garnish with apple and citrus peel rose and mint leaves.
